The Bixby School District operates according to policies developed and established by the Board of Education. The Board, which represents the local community, develops policies after careful study and deliberation, and the school administration implements those policies through regulations and procedures. The Bixby Board of Education believes that the formulation of school policy is its primary function and responsibility. School policies are statements which set forth the goals of the community and the Board of Education. School policies serve as guidelines for the successful and efficient functioning of the school system. They create a framework within which the administrative staff can successfully discharge its responsibilities in organizing and carrying out a sound educational program. Policies may be cooperatively formulated by the Board of Education working with students, teachers, and parents, but the final authority rests solely with the Board. The implementation of school policy is the responsibility of the superintendent and the administrative staff. This manual contains the policies which govern the Bixby School Systems. Policy development is a modern, progressive school system is a dynamic, on-going process. New problems, issues and needs give rise to the continuing need to develop new policies or to revise existing ones. Public Participation in Board of Education Meetings How can an individual speak to the Board of Education at a Board meeting? The following is a brief overview of how an individual can speak at a Board of Education meeting. Full information regarding public participation in board meetings can be found in Board of Education Policy B. 16 BOARD OF EDUCATION MEETING PUBLIC PARTICIPATION (you will need Adobe Acrobat to download). Board of Education meetings are governed by the Oklahoma Open Meeting act and are limited to discussion of items that are on the published agenda. The Board wishes to hear the viewpoints of citizens in the district and considers the responsible presentation of these viewpoints vital to the efficient and effective operation of the school district. For this reason, a procedure has been established which includes an agenda item allowing for "Comments from the Floor." This item appears on each agenda of every regularly scheduled Board meeting. During this allotted time the public may make statements tot he board. Those who wish to make a statement to the Board will complete a sign-in sheet available approximately fifteen minutes prior to the start of the meeting. At the beginning of the meeting the Board Clerk presents tot he Board President the completed sheet indicating the names of those who wish to speak. Speakers are limited to three minutes speaking time and may offer objective comments of school operations and programs that concern them. Oklahoma Open Meeting Act prevents the discussion or action by the Board on any item presented under the "Comments from the Public" agenda topic. The President of the Board of Education is required to advise speakers that no response of any kind will be made by any member of the Board of education or administration during or at the conclusion of the speakers' remarks. Proper questions from members of the public may be referred tot he superintendent for later report to the Board. |
